Chenghai is known as "China's Toy Capital" and is also a leader in agriculture in eastern Guangdong. The report of the city’s Party Congress proposed to unswervingly follow the path of "industrial city, strong industry," focusing on building a more competitive modern industrial system, promoting the integration of craft toys and digital creativity, cultivating IP with independent intellectual property rights and original brands with Chaoshan cultural elements, and creating a toy creative industry cluster worth over 50 billion yuan.

Lin Zezhe, general manager of Guangdong Senbao Cultural Industry Co., Ltd., said: "In fact, IP empowerment is very beneficial for enterprise development. We will continue to dig deep into our current national trend IP. In 2022, we will invest more in upgrading our production capacity, including some updates and iterations of equipment. According to our current plan, we should increase production capacity by more than 30% compared to 2021."
Chenghai District currently has 46,400 toy industry market entities, including 10,900 enterprises, with about 130,000 employees and 186 large-scale toy enterprises. How to promote the expansion of space, carry out technological innovation, and create a toy creative industry cluster worth over 50 billion yuan has become a key focus for both the government and enterprises.
Zeng Fanpeng, a member of the Chenghai District Government Party Group and director of the Laiwu Management Committee, said: "We are also planning to transform some old industrial parks into new toy industry gathering areas. In July of this year, the district also introduced the UBTECH Gaodele Ecological Center project, which mainly serves the development of intelligent robots and artificial intelligence application software."
